In a meeting with EMB-CAR Regional Director Ma. Victoria V. Abrera and Provincial Governor Jerry U. Dalipog and Vice Governor Glenn D. Prudenciano, the Regional Director discussed the programs and strategies of EMB-CAR for the welfare of the environment and natural resources, and how essential is community participation for effective operations. In response, the Province’s commitment is in pursuit of environmental sustainability and to support the Agency’s mandates through their strict compliance and implementation within their jurisdiction. Likewise, the Regional Director emphasized that the Office is looking for model EMB-funded MRF within the Region in terms of excellent and organized operation, and active community participation. The Ecological Solid Waste Management Act of 2000 or RA 9003 is identified in its systematic, comprehensive, and ecological solid waste management program that ensures the protection of public health and the environment, proper segregation, collection, transport, storage, treatment and disposal of solid waste through the formulation and adoption of best environmental practice. Hence, the hands-on validation by the Regional Director in Provinces. 

The pilot monitoring by the Regional Director among all provinces was in the Kalinga Province validating their Engineered Sanitary Landfill and EMB-funded Material Recovery Facilities (MRFs). Subsequently, Mountain Province was visited to check the operations of the EMB-funded MRFs of LGUs Tadian and Sagada, respectively.
