The Environmental Management Bureau -CAR through its Legal Unit headed by Atty. Fritzie D. Abella facilitated the Public Hearing for the proposed Maalinao-Caigutan-Biyog Mining Project of MAKILALA MINING COMPANY, INC. (Makilala, for brevity) located at Brgy. Balatoc, Pasil, Kalinga. The hearing was conducted in relation to Makilala’s application for their Environmental Compliance Certificate (ECC), at the Central Office, classified as one of the Environmental Critical Projects under Presidental Decree No. 1586.

The objectives of the hearing are the following: (1)  To verify the accuracy of the findings in relation to the situation on the ground; (2) to confirm that all the affected parties and stakeholders have been adequately consulted and have been part of the various decision making process; (3) to offer the affected and interested parties, as well as other stakeholders, the opportunity to express their opinions on related issues; and (4) to promote effective public participation and ensure confidence in the EIA process as well as support for the proposed undertaking.

Engr. George Silvederio and Engr. Jason Esguera, case handlers from EMB-Central Office, Ms. Aubrey B. Agyao, EMS II, PEMU-Kalinga, Ms. Remedios Ramirez, PENRO Representative and Mr. Jimson Ulao, CENRO-Tabuk Representative, all joined Atty. Abella in the conduct of the said event.

Also present during the hearing are the Makilala representatives led by Mr. Alexander Madera, Project Manager, Mr. Francis Escasio, Chief Geologist, and company, the officers of the Municipality of Pasil, Honorable Alfredo B. Malannag, Jr., Municipal Mayor, Honorable Venancio Magangat, Vice-Mayor, and the locals of Pasil, Kalinga who are the main beneficiaries of the said mining project. It is anticipated that the Mining Project in the area will have its full-blown operation in the year 2026 once all pertinent clearances and permits are released by the appropriate government agencies. /rjk
