The DENR-CAR through the Environmental Management Bureau Cordillera Administrative Region headed by RD Ma. Victoria V. Abrera in partnership with the Task Force Build Back Better through the DENR Climate Change Service spearheaded a post-disaster activity in Lagayan, Abra on November 27-30, 2022 which aims to empower and educate the youth and women on disaster preparedness in relation to climate change. The activity was actively supported by PENR Officer Marcelo Bumidang and Lagayan Mayor Edmark Crisologo who both delivered their messages and actively participated in the activity.

The activity is relevant following a series of disasters which affected the province of Abra in July, September and October this year. On July 27, 2022, a 7.0 magnitude with Intensity VII earthquake jolted the Municipality of Tayum, Abra, Bucloc and Manabo. On September 25, 2022, Super Typhoon Noru (locally named “Karding”) with maximum sustained winds of 195 km/hour and gustiness of 240 km/h affected more than 714,213 people across Regions I, II, III, CALABARZON, V, and Cordillera Administrative Region (CAR). Just recently, on October 25, 2022, a Magnitude (Mw) 6.4 earthquake with epicenter at Lagayan hit the the province of Abra.

Moreover, the said activity is anchored in the Priority 4 of the Sendai Framework for Disaster Risk Reduction 2015-2030, “Enhancing disaster preparedness for effective response and to ‘Build Back Better’ in recovery, rehabilitation and construction”.

Ms. Susan Ruth Nisperos Nool, Supervising EMS and Ms. Joyce Ann Almoite, Supervising EMS and PEM Officer of Abra facilitated knowledge-sharing activities among the youth and women categorized into four sessions: 1) Art for Stress Relief: Sining Para sa Pag-alis ng Stress; 2) Journey Towards Resilience: Increasing Hope in Youth (“Paglakbay Patungo sa Katatagan”); 3) “Wastong Pamamahala ng Basura” (Solid Waste Management);and 4) Community-based Disaster Risk Reduction and Management: Towards a Culture of Preparedness and Safety: Lecture by Engr. Techie Damote.

Also present during the activity were Municipal ENR Officer Fredalyn C. Gudayon, MDRRM Officer Janet B. Santua, Sangguniang Bayan and Chair for the Committee on Environment Honorable Romblomio C. Pariñas Jr., SB members, Brgy. officials, Teachers and members of the youth and women’s group of Lagayan Abra. CENRO Laganguilang, CENRO Bangued, PENRO Abra and PEMU Abra joined the activity as well.

Proclamation No. 1667 series of 2008 declared November 19-25 of every year as Global Warming and Climate Change Consciousness Week. This year’s theme, “Sama-samang Tumutugon sa Hamon ng Nagbabagong Klima” aims to provide technical assistance to vulnerable communities in order to build resilience and prompt response in times of calamities/disasters. #TayoAngKalikasan
